Editorial context
Working with a provider in Phoenix – what matters
When selecting a property management company in Phoenix, first establish the type of management required. Managing a homeowners association (HOA) differs from managing individual rental properties. City Property Management’s website confirms its HOA focus. The supplied website excerpt does not establish which additional responsibilities the company accepts.
Clear responsibilities between the management company, the HOA board and contractors are important when commissioning services. For repairs to common areas, prospective clients should ask who receives reports, prepares decisions, authorizes work and provides progress updates. Procedures for urgent matters and staff absence should also be clearly described in the service scope.
Another point to examine is the process for applications involving property alterations. Useful information includes transparent documentation requirements, designated contacts and an explanation of how questions and decisions are communicated. The supplied reviews mention both helpful assistance and delays in this area.
For owner accounts, statements, outstanding balances and corrections should be explained clearly. Before signing a contract, it is also sensible to compare included services, additional charges, reporting intervals and agreed response times in writing. The mixed experiences described in the reviews make communication procedures a particularly relevant discussion topic. Reviews can provide useful signals, but they are neither a comprehensive service assessment nor proof of how every managed community operates. These points provide general guidance, not legal advice.

Selected reviews on Google
The supplied Google data lists a rating of 3.7 out of 5 from 766 reviews. If I could leave zero stars, I would. They have been unhelpful and at this point obstructive in my right to repair my unit. I have had only one person ever call me back over the course over a year of living at a community managed by City Property Management. His name is Victor. All I wanted to do was to replace my non-functional windows. My unit is not up to fire code and is not considered livable by Phoenix city code because we cannot ventilate it. When I asked the HOA for recommended models, they had nothing to recommend. When I asked for the model of the window initially in place, they had nothing to tell me. So I was on my own. Once I finally found someone willing to replace the window on the fifth floor, I had to file an architectural request. Totally fine, except for the fact that our board meetings have been postponed with no date for the next one. When I called the office to ask
Jesse was very helpful with the serious water leak and repairs procedure in the common area outside of our garage. She is walking the problem through the HOA board which she said will expedite the repairs. The only thing that needs to be settled is if it is hooked up correctly. The previous 14 years, the water used for irrigation in the common area was connected on the house side of the meter. That meant WE were paying for irrigation of the common area this whole time. It would be expeditious if the whole HOA personnel answered their voicemails in a timely manner.
As a homeowner in Avondale, I understand that HOAs have rules to enforce and that CC&Rs exist for a reason. My frustration isn’t with the rules—it’s with the lack of clear communication and professionalism. We recently had a new manager take over our subdivision. I emailed Stephanie Martinez asking for an explanation of why our account showed a balance due. Rather than answering my question, she referred me to Matthew. Matthew reviewed the account and told me we were current and in good standing. Shortly afterward, Stephanie called me and said we were not in good standing. Receiving completely conflicting information from the same management company is incredibly frustrating. I wasn’t asking for years of account history or a list of every payment and fine we’ve ever had. I was asking one simple question: Where is the current balance forward coming from? That question has still never be
We want to thank Amber Deaton for her concise, helpful instructions that gave us eventual success to get our project approved. Our first Architectural Requests lacked the correct data required and Amber helped us by emailing specific pages from the CC&Rs and the Architectural Rules and Landscaping Guidelines. She could see by our attached pictures just what we wanted and when we called for clarity, she listened and gave us clear feedback. Now our project is in progress. We appreciate your help Amber, Treasure & Don Buman
I recently had the pleasure of working with Ryan Musumeci at City Property Management regarding some questions I had about my properties in the Springer Ranch and Santa Rita Ranch subdivisions. I cannot recommend him highly enough! From the start, Ryan was incredibly helpful, knowledgeable, and patient in explaining the details I needed for both locations. What really set him apart, though, was his proactive communication. In an industry where it is often hard to get a straight answer, Ryan went above and beyond by following up with me via both email and a return phone call to ensure I had everything I needed and that my questions were fully resolved. It is rare to find a property manager who is this responsive and genuinely dedicated to providing great service. If you are looking for someone who actually takes the time to listen and follow through, Ryan is your guy. Thank you, Ryan, f
