How the property market works in Turkey

In Turkey, real estate agents (gayrimenkul danışmanı) are required to hold a professional competency certificate and register their business under regulations administered with the Ministry of Trade, following reforms that formalised licensing for the sector.

Foreign buyers can generally purchase property in Turkey subject to reciprocity and location restrictions (such as limits near military zones), and the property purchase route has in the past been linked to Turkish citizenship eligibility above certain investment thresholds, a point that changes periodically and should be confirmed with official sources.

Buying and selling: key steps

Property transfers are completed and registered directly at the Tapu ve Kadastro (Land Registry and Cadastre) office, where both parties, or their authorised representatives, must appear in person or through a power of attorney to sign the transfer (tapu devri); notaries in Turkey play a more limited role than in some European countries.

Buyers pay a title deed transfer fee (tapu harcı) calculated as a percentage of the declared property value, conventionally shared between buyer and seller though payment split is negotiable.

Working with agents, managers and architects

Agent commission in Turkey is commonly charged to both buyer and seller as a percentage of the sale price, a long-standing market convention, and should be confirmed in a written agreement before engaging an agent.

Architects and engineers involved in construction must be registered with their relevant chamber (such as the Chamber of Architects), and municipal approval of project plans is required before a building permit is issued.

Things to check before hiring

Confirm an agent's registration and competency certificate, and verify directly at the Tapu office that the seller is the registered owner before paying any deposit.

Check the title deed (tapu) for any annotations such as mortgages (ipotek) or liens, and confirm the building has a valid occupancy permit (iskan) before completing the transfer.
